She started with the Chamber in 2003 as Policy Committee Coordinator and was promoted to Executive Vice President in 2005. Before moving into the CEO role, Hutchison directly managed the communications and event departments, assisted in the day-to-day operation of the Chamber and managed issues and political advocacy as well as the Chamber’s Leadership Fort Collins and Leadership Northern Colorado programs. Ann is responsible for the future vision and strategic direction of the organization while managing the staff team and the day to day operations of the Fort Collins Area Chamber. She has been a key community leader in advancing a business friendly policy agenda while building community through business. Tonya Frammolino, CPA (Inactive)- Housing Catalyst- CFO Tonya Frammolino serves as Chief Financial Officer for Housing Catalyst, where she provides financial leadership and supports the organization’s long-term stability, growth, and affordable housing mission. Tonya is a results-driven financial executive with more than two decades of experience in real estate, banking, development, construction, investment, and property management. Her expertise includes strengthening financial operations, improving cash flow, building effective processes and infrastructure, and translating complex financial information into practical guidance for organizational leaders. Before joining Housing Catalyst, Tonya served as Chief Financial Officer for Broder & Sachse Real Estate in metropolitan Detroit, where she provided financial leadership and served as a member of the executive leadership team. Tonya was specifically recruited by Olympia Development of Michigan, the real estate arm of the Ilitch organization, to manage financial reporting for more than 250 real estate assets and develop the job-costing framework for Little Caesars Arena in advance of construction. She also supported the organization’s development, construction, property management, and parking operations. Tonya earned a Bachelor of Accountancy from Walsh College and has completed significant graduate coursework in finance and business administration, including all but two courses toward a Master of Science in Finance. She is a Certified Public Accountant with an inactive license in the State of Michigan. John Dowling, CFO- SummitStone Health Partners John Dowling, CPA, is an experienced finance and operations leader with more than 20 years of expertise in accounting, financial analysis, and process improvement. He has worked with organizations of all sizes across numerous industries, helping teams navigate complex challenges and implement practical, results-driven solutions.
