Title: Current Treasury Management Practitioner Topics

Tony and Heather will lead the group in discussions and idea sharing around Treasury Topics.

Tony Vu, Treasurer, Chief Investment Officer and Associate Vice President for Budget and Finance

The Board of Regents elected Tony to his position on December 16, 2020. He brought three decades of finance and treasury experience including service as Treasurer for the Miami-Dade County Public Schools (M-DCPS) and University Treasurer at Florida International University (FIU). M-DCPS is the fourth largest school district in the nation with 350,000 students. There, he managed banking, liquidity, a cash portfolio of up to $2 billion and a debt program in excess of $5 billion. He had similar responsibilities at FIU where he also enjoyed serving as an adjunct lecturer. He has volunteered in several roles, including the Miami-Dade County Asian American Advisory Board, FLCLASS Board of Trustees, the GFOA’s Rethinking Budgeting Task Force, and as a speaker at NACUBO and AFP conventions.

At CU, Tony oversees the treasury team and its responsibility over the $3 billion investment program, $2 billion debt portfolio, and the liquidity and banking systems of the CU System. Treasury manages the Faculty Housing Assistance Program which supports tenure and tenure track faculty with home ownership. The treasurer also serves as the co-fiduciary for the 51,000+ participants in the $6 billion of retirement programs of the system.

Tony holds bachelor’s and master’s degrees in business administration, both from the University of Florida. He is a terribly inconsistent golfer but still enjoys it. He, his wife, Carolina, and two young children live in Denver.

Heather Vasquez, Treasury Director, Peraton

Heather received her Bachelor of Science, emphasis in Corporate Finance from The University of Colorado in Colorado Springs and her MBA from The University of Colorado in Denver.  Heather has learned the art of multi-tasking and studying at night, earning her MBA while working full-time and raising two boys, graduating when they were 3 and 5 years old.  She has extensive knowledge in operational finance with a focus on P&L, DSO, AR, project pricing and staff growth and mentorship (a favorite subject).  She lived in this world for 15 years until she decided on a new adventure - transitioning into Treasury in 2017, honing skills in lender and bank relationships, fx hedging and international banking, cash/liquidity management, leasing, fraud mitigation and debt/interest rate hedging.  Heather has experienced the challenges and rewards of multiple system integrations and building policies and procedures from the ground up.  Most recently, integrating the debt, banking and systems integrations for multiple acquisitions totaling $6B.  Over the course of her career, she has worked for tech companies such as Lockheed Martin, L3 Harris and Peraton. 

Heather continues to focus on efficiency through automation, collaborative relationships with banking partners, clients, vendors and internal departments and providing value through minimizing risk, costs and fraud prevention.
